Milton Rahman, P.E., PMP, CFM, ENV, Executive Director/County Engineer with
Harris County Engineering Department

Dedicated Public Servant with decades of experience in public and private sector, currently serve as the County Engineer and Executive Director for Harris County Engineering Department. Dr. Milton Rahman leads the largest infrastructure department of Harris County consisting of 750 full time employee and an annual operating budget of approx. $75 million. Engineering department currently has over 315 Capital Project with a project budget of $3.25B. The Department consists of several core areas of services including, Capital Project Delivery, Development Services and Permitting, Maintenance of the Majority of County Facilities, Community & Transportation Planning, Disaster Recovery Operations and Real Property Management and Building Operations Services. Harris County Engineering Department also administers 13 sets of rules and regulations, including Floodplain Management for Harris County, Texas.

Over his decades of public service, Dr. Rahman has served as director of public works at the City of Stafford and spent almost a decade serving in the City of San Antonio Public Works Department. Since 2019 he has served Harris County in Precinct 2, most recently as Deputy Chief of Staff, where he led more than 350 staff members and oversaw the operations of several departments, including Engineering & Planning, healthcare and Social Services, Support Services and Transportation, Capital Improvements and Parks and Recreation, to name a few.

Prior to joining Harris County Dr. Rahman served as the associate vice president for Stuart Consulting Group, where, as a consultant to the HCFCD, he served as deputy program manager for the countywide Hurricane Harvey Disaster Recovery Program. Dr. Rahman is a Professional Engineer, Project Management Professional, Certified Floodplain Manager and Envision Sustainability Professional.

Dr. Rahman obtained a Ph.D. in Environmental Science and Engineering and a Master’s in Civil Engineering from University of Texas at San Antonio and a Bachelor of Science in Water Resources Engineering from Bangladesh University of Engineering and Technology.
